Vermont Taxes and Fees on Gasoline

Vermont’s gasoline excise tax is 12.1 cents per gallon, but that’s only part of the total cost structure. The state also imposes several additional assessments:

     — The Vermont Motor Fuel Transportation Infrastructure Assessment Fee (MFTIA): This fee is 3.96 cents per gallon or 2% of the state average retail price of gasoline, adjusted quarterly (excluding federal and state taxes), whichever is greater.

     — The Vermont Motor Fuel Tax Assessment Fee (MFTA): This is calculated as 4% of the state average retail price of gasoline, also adjusted quarterly (excluding federal and state taxes). However, state law sets a floor and a ceiling on this fee—it must be no less than 13.4 cents per gallon and no more than 18 cents per gallon, regardless of fuel prices.

     — The Petroleum Distributors Licensing Fee (PDL): A flat 1-cent per gallon fee used to fund the Petroleum Cleanup Fund (PCF), which supports cleanup of fuel spills and proactive environmental protection measures.

     — Federal Excise Tax: On top of these state-imposed fees, the federal government levies an 18.4 cents per gallon excise tax.
